The Division of Legal Medicine was established in 1956 to provide psychiatric services to courts and correctional institutions and to ensure that persons who came into contact with the criminal justice system received needed mental health care. Director's administrative files, consisting of correspondence, minutes, memorandums, drafts, and legal files, were created in the course of carrying out these responsibilities and reflect the director's activities in this area as well as participation in broader departmental activities.

The Board of Parole for the State Prison and the Massachusetts Reformatory and the Board of Parole for the Reformatory for Women were established in 1913, serving jointly as an Advisory Board of Pardons.
